Dave Lock
Dave Lock is the principal member at Locked-In Strategies, LLC. Dave retired in the spring of 2026 after a 43-year career as a journalist, city manager, utility executive, and trade association Chief Executive Officer.
His expertise lies in building strong and dynamic teams and organizations, leadership development, strategic communications, and public policy analysis and advocacy. As a former city manager and Chairman of the Boulder County (Colorado) Planning Commission, Dave has a deep understanding of land-use policy and processes.
Dave holds bachelor's degrees in Communications and Political Science from Hastings College, and a master's degree in Public Administration from the University of Colorado.
